The Colonels are wearing the Mess Dress Uniform of the Veteran Corps of Artillery of New York (est. 1790). The organizations make up two of the eight Historic Military Commands (pre-1792) recognized by Federal law enacted by the US Congress in 1917.

Note: The Troop Captain is elected by the Troop and can be impeached by the membership at any time.
The VCA was established in 1790 by ‘veterans’ of the Revolutionary War to defend NYC in the event of an invasion. Members wear the War of 1812 Artillery Uniform, the first conflict in which members served. Both the VCA and the First Troop are recognized by Federal Law as 'Historic Military Commands' (military units predating 1792, when the Militia Act was passed by Congress).
